Dealing with Electrical Power Systems: My People are at Risk — How Do I Perform a Hazard Risk Analysis?

Electricity shocks, burns, maims and kills. So how do you educate and protect your employees about the hazards and the risks, doing so under the rules and regulations of OSHA and NFPA70E?

Commonly known as a job hazard analysis, how do you prepare a task-based assessment of the risk involved in an electrical task or when you get that done, how do you actually perform the work?

Most people have some understanding of NFPA 70E, especially Section 130 which covers labels and tables. The reality is, even though we may basically understand 70E, most of us are still concerned for our safety when racking in a large breaker – no matter what the calculations or tables may say. Is the problem lack of understanding or the mistrust of certain circumstances? Is my PPE truly appropriate? What is a safe distance? Is that upstream breaker going to open if there is a fault?

Some companies are creating a risk matrix table to assist in evaluating the hazard. By qualifying levels of risk according to low, medium, and high and establishing task frequency, a risk number may be assigned. This number may be used in conjunction with 70E and company safety polices to insure a safer job.

If a procedure has been done a certain way in the past, is that risk acceptable by today’s safety standards? When do you just say “no”?
